Is Form 1583 the same as a Change of Address or forwarding order?

Form 1583 does not change your current mailing situation and does not forward your mail. It only verifies your identity and authorizes us to receive mail on your behalf. Form 1583 is not related to a Change of Address form and does not automatically forward your mail from your original address to your new VPM mailbox.
